International expert to assist with the preparatory work for secondary analysis of Albanian Population and Housing Census 2023 – Fertility and Disability focused.

The Observatory for Children’s and Youth Rights, in the framework of implementing the project “Strengthening Child and Youth Statistics for Policy Impact in Albania,” implemented in partnership and with the financial support of UNICEF in Albania, is seeking to procure expert services from individuals, physical persons, or legal entities. This partnership envisions the support and collaboration with the National Statistical Office (INSTAT) in the preparatory work for the children- and youth-focused thematic/secondary analysis of Census 2023. Considering the technical complexity of the work the expertise of two international consultants is deemed important. This call describes the tasks for one of the consultants.

Job Position: International expert to assist with the preparatory work for secondary analysis of Albanian Population and Housing Census 2023 – Youth Fertility and Disability focused.

The International expert will undertake preparatory work for the children- and youth-focused thematic/secondary analysis of Census 2023, focusing on the modules of Fertility and Disability.

Assignment Duration: 6 March – 31 March 2025 (14 working days)

Duties and Responsibilities:

The expert will work in close collaboration with INSTAT, UNICEF in Albania and Observatory staff and will be responsible for:

  • Developing the tabulation plan for child and youth-focused indicators, covering the fertility and disability modules.
  • Creating table templates for the indicators within the identified domains. Provide definition of the indicators.
  • Compiling (in written) the methodology for the calculation of advanced/ complex data analysis. Providing on-line support at INSTAT for the production of these analysis.
  • Offering technical guidance to INSTAT staff on the generation of statistical tables as per the approved plan and undertaking quality check / validation of data provided from INSTAT.
  • Guiding and supporting for production of additional high-value analytical variables (e.g., wealth index).

The interested candidate should have a Degree in Statistics, Demography, Sociology, Social Sciences, or a related field, with at least 15 years of experience in analyzing large-scale survey data. Strong knowledge of international census standards and proficiency in CSPro, SPSS, Stata, or R are required. Experience with statistical offices, capacity building, and training is an advantage. The role demands excellent communication skills, the ability to work in multicultural environments, and fluency in English.

List of Deliverables:

  • Tabulation plan, listing the agreed plan of indicators to be produced.
  • Table templates, that include the necessary guide / definitions of indicators.
  • Methodology for calculation of varialbes and complex data analysis.
  • Fill-in tables after validation by the Consultant.
  • Time sheet.

If the beneficiary of the income is a resident of a country with which the Republic of Albania has signed an Agreement for the elimination of double taxation, which is in force, the clauses of the agreement regarding the allocation of the right to tax shall apply. If the beneficiary of the income is a resident of a country with which the Republic of Albania does not have such an Agreement in force, in any case the domestic legislation shall apply and the tax shall be withheld in Albania.
