Durres Observatory – November 14, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory office of Children’s Rights – Durres has organized roundtable discussions with local actors to inform them about the Draft – “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities). Moreover the Observatory has taken into account the actor’s opinion regarding this draft. Some of the local Institutions that participated in the discussion about the plan of Action were:  Council of Durres Region, Public Health Directorate of Durres, National Social Services of Durres, Region Office of National Social Services of Durres, Region of Durres and RED (Regional Education Directorate ) of Durres. The institutions expressed their opinion about some possible improvements in the Draft–Plan of Action:

  • To coordinate the Plan of Action against Child Trafficking with the Plan of Action of Victims of Trafficking.
  • To establish Units for Children’s Rights also in Communes. To determine clearly and in a specific manner the duties and the financing methods for these Units.
  • To draft and implement a concrete Budget for Children in need for Social Service.
  • The insertion of National Inspectorate of Labor in this Action Plan.

Elbasan Observatory – November 14, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory office of Children’s Rights – Elbasan has organized roundtable discussions with local actors to inform them about the Draft – “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities). Moreover the Observatory has taken into account the actor’s opinion regarding this draft. Some of the local Institutions that participated in the discussion about the plan of Action were:  Aid to the Balkans, Police Directorate of Elbasan, Voice 16+, World Vision, I.C.C and Terre’s des Hommes. The institutions expressed their opinion about some possible improvements in the Draft–Plan of Action:

  • The Central Government should provide the Plan of Action with respective budgets.
  • To use more concrete and more measurable Monitoring indicators.
  • Alternative Services deserve the necessary attention. They have proved to be very important during the present time and they are of a higher quality.
  • To support CPUs in building and improving capacities.
  • To create the Financial Legal Framework in order to support the initiatives of CPUs.
  • To create the right mechanisms to incentivize the  Local Authority to take their own responsibilities in designing efficient policies to protect children’s rights through the Local Plan of Action and the consolidation of CPU’s.

Korçë Observatory – November 16, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory office of Children’s Rights – Korce has organized roundtable discussions with local actors to inform them about the Draft – “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities). Moreover the Observatory has taken into account the actor’s opinion regarding this draft. Some of the Local Institutions that participated in the discussion about the plan of Action were:  Representative from the Region, from the Municipality and from the Education sector and NGO’s (Non Governmental Organization). The institutions expressed their opinion about some possible improvements in the Draft–Plan of Action:

  • To establish Children’s Protection Unit.
  • There are no Rehabilitation Institutions for boys to operate in all the points mentioned in the Draft.
  • Student’s Governments need to be trained (especially in the Communes ).
  • The Job Inspectorate must have the competences to intervene also in informal entities in order to prevent Child Labor.
  • There are no separate rooms for children in detention.
  • The Tribunal should have small halls for judgement of minors.
  • Local Institutions must be efficient with the respective budgets, including the budget for children.
  • There must be psychologists at kindergardens and social workers at schools.

Fier Observatory – November 14, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory office of Children’s Rights – Fier has organized roundtable discussions with local actors to inform them about the Draft – “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities). Moreover the Observatory has taken into account the actor’s opinion regarding this draft. Some of the Local Institutions that participated in the discussion about the plan of Action were: Service Directory of Social Attendance of Fier Region, Regional Office of National Social Services, Terre des Hommes – Fier, Protection Unit of Children, Regional Directorate of Health, Office of Economic Assistance and Social Protection– Fratar  Commune, Office of Economic Assistance and Social Protection Center – Commune and Office of Economic Assistance and Social Protection of Lushnje Municipality. The Institutions expressed their opinion about some possible improvements in the Draft–Plan of Action:

  • Family doctors, in conformity with the law no. 9669 in force ‘’ For measures towards violence in family relations ‘’, have to systematically screen and trace the routine of each family, in order to indentify from the earliest stage the violence against children.
  • To promote Healthy Nutrition of Children.
  • To improve the access of children in the services of Primary Health Attendance, Secondary Health Attendance etc.  Many children in isolated rural areas of Fier do not have access to qualitative Health Services due to infrastructure difficulties.
  • To improve the law governing Media and Press in order to specify those kinds of programs that may bring negative consequence to children.
  • To create similar opportunities for Children with physical and mental disabilities.
  • To avoid problems in the process of Children Registration.
  • To increase the number of summer schools in rural areas of the Fier Region and to integrate Roma and Egyptian children in these schools.
  • To research in detail the cases when children in the rural areas abandon school to work in agriculture and farming activities and to provide alleviating measures for these cases.
  • Curricula’s must have detailed Information about Children, Violence, HIV – AIDS, School Abandoning, Smoking Habits etc.

Diber Observatory – November 15, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory office of Children’s Rights – Shkoder has organized roundtable discussions with local actor’s to inform them about the Draft – “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities). Moreover the Observatory has taken into account the actor’s opinion regarding this draft. Some of the Local Institutions that participated in the discussion about the plan of action were:  RSSD ( Regional Social Services Directorate ) – Diber, Prefecture of Diber, ‘’ Voice 16+’’ – Diber, Protection Unit of Children’s Rights – Diber, World Vision, Partner for Children’s and the Observatory for Children’s Rights. The Institutions expressed their opinion about some possible improvements in the Draft–Plan of Action:

  • The Local Units’ structures should act as a center of information for issues regarding Children’s Rights .
  • ‘’ Children in Risk ‘’ cases should be considered periodically  and concrete measures must be taken .
  • The role of students’ Governments at school should be enhanced by finances coming from the Local Units.
  • CPU should be established in all Local Units.
  • Anti – Traffic Regional Table conferences should enlarge the focus of their goal in order to include all the issues that harm children’s rights, since they are one of the groups most in need.
  • To increase security inside schools through establishing observative camera systems.
  • The structures of local businesses that offer services for children should be monitored carefully for their quality of services and the security of children.
  • Creating opportunities in Communes where children can express their abilities and skills, like for example the creation of youth centers or alternative similar structures.
  • Increasing the importance of parents role and other structures at schools in order to safeguard a continuous and efficient collaboration between families and the school, in the best interest of the children.

Shkoder Observatory – November 15, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory office of Children’s Rights – Shkoder has organized roundtable discussions with local actor’s to inform them about the Draft – “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities). Moreover the Observatory has taken into account the actor’s opinion regarding this draft in order to improve it further:

  • It’s necessary to have supporting teachers for children who are integrated in normal schools and to have trained these teachers so they will be able to perform positively, which is not always the case.
  • It is necessary to train and provide courses to support teachers, and also provide informative courses for primary teachers in order to teach them the job and the role of supporting teachers.
  • Primary teachers and supporting teachers should collaborate between them.
  • It is important to have educational programs and books for children with disabilities.
  • An education possibility should be provided for pupils who could not follow school during their chronological age.
  • Independent actors should be proposed to deal with issues regarding  trustees’ families.

The punishment of minors should be given according to defensive structures.

Kukes Observatory – November 14, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory office of Children’s Rights – Kukes has organized roundtable discussions with local actors to inform them about the “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities). Moreover the Observatory has taken into account the actor’s opinion regarding this draft in order to develop it further:

  • The competences of Pre – University Education should be transferred to the Local Governance Units.
  • Families in need should have access to all services.
  • Talented children of poor families should be stimulated.
  • Psychologist services should cover the entire Region.
  • The role of students’ Governments at school should be enhanced by supporting them financially.
  • The number of the doctor’s at PHD (Public Health Directorate), especially in rural areas, should be increased.
  • A web – page should be created in order to provide information to all institutions.
  • Social Administrators should intervene to prevent severe episodes in cases of children in need.
  • The infrastructure of schools for children with physical and mental disabilities should be improved.
  • To facilitate the doctor’s job by reducing the number of the obligatory documents to be completed.
  • To organize studies regarding the Public Health conditions of the  population
  • The Institutions should take their individual responsibility for the referred cases of children in risk and should not neglect these cases as it generally happens.
  • The hospital should not be used as a shelter for abandoned children, but the necessary measures must be taken in order to accommodate these children in the relevant Institutions.
  • The Plan of Action should suit the specific needs of the Regions.
  • The financing of the dorms should be predicted in order to prevent the growth of collective classes.
  • The foreign languages curricula should be included in the rural regions school’s program.
  • To create a control mechanism such that each Institution will take its own responsibilities.
  • Local Governance Units should channel more recourses of their budget to children’s needs.

Berat Observatory – November 14, 2011

COMMENTS ABOUT THE DRAFT: PLAN OF ACTION 2010 – 2015 ON THE NATIONAL STRATEGY FOR CHILDREN

The Observatory of Children’s Rights – Berat brings into the attention of the other local actors the Draft – “Plan of Action 2011 – 2015 on the National Strategy for Children” formulated by MOLSAEO ( Ministry of Labor, Social Affairs and Equal Opportunities ). Moreover the Observatory has taken into account the actor’s opinion regarding this draft. Some of the Local Institutions that participated in the discussion about the Plan of Action were: NSSD (National Social Services Directorate), SSD (Social Services Directorate of Municipality of Berat), Social Services of Municipality of Berat, Protection Unit of Children’s Rights in Berat, Save the Children, RSS (Regional Social Service), the Prefecture Unit of Protection of Children’s Rights and Protection Unit of Children’s Rights in Kucove Municipality. The Institutions expressed their opinion about some possible improvements in the Draft–Plan of Action:

  • To think of a solution how to collect the fines, which will serve as a punishment measure, in order to increase the efficiency of the law.
  • To increase Institutional Collaboration in order to manage the individual cases which is one of the most important issues of Children’s Rights, and must be regulated with sublegal acts and not with Formal Institutional Agreement.
  • In order to have an effective psychologist’s intervention at school, it’s necessary to have a psychologist in every school during all the days of the week.
