Position: Videographer to Provide support for the Multiple Indicator Cluster Survey for Children programme (MICS Albania 2026).

Duration of the consultancy: 2 February 2026 – 30 April 2026

Project description:

Multiple Indicator Cluster Survey in Albania aims to generate high-quality, internationally comparable data on key indicators related to health, education, child protection, and social inclusion—many of which are directly linked to the Sustainable Development Goals (SDGs) and EU benchmarks.

The survey will be led by INSTAT, Albania’s national statistical authority, whose technical excellence was recently demonstrated through the successful implementation of the 2023 Population and Housing Census. INSTAT’s leadership ensures that the MICS will be conducted with the highest standards of data quality, transparency, and inclusiveness.

Roles and responsibilities:

In close cooperation with INSTAT and Observatory, the expert/photographer will:

  • Attend and cover MICS related events and activities to film parts required for the development of quality videos.
  • Producing high-quality, edited videos with subtitles (when required sign language translations inserts) for digital and social media use.
  • Ensuring videos are culturally sensitive, inclusive, and respect the dignity of subjects.
  • Delivering films in agreed formats (.MP4, .MOV, .AVI, etc.) within specified timelines.
  • Maintaining confidentiality and adhering to organizational branding and communication guidelines.

The expert will liaise with INSTAT and UNICEF communication teams, as agreed among UNICEF and INSTAT.

 

Important information:

  • All communication of the expert with INSTAT will be done through/copying UNICEF and Observatory.
  • Expert is asked to submit the copies of photos and videos INSTAT and UNICEF for review and will consolidate the feedback received.

Qualifications:

The candidate should possess the following qualifications and experience:

  • Proven experience in professional photography / videography.
  • Experience in development, humanitarian, or corporate videos preferred.
  • Ability to work under tight deadlines and adapt to diverse environments.
  • Excellent interpersonal and communication skills.

Deliverables:

The expert will deliver the following outputs:

  • A maximum of 10 edited videos.
  • A curated video library organized by theme/event.
  • Consent forms signed by filmed individuals, where required, during the implementation period.

Timeline:

The expert is expected to engage for 15 working days during the period February –April 2026

Payment schedule:

The payment modality (daily fee or lump sum), invoice requirements and applicable taxes will be specified in the contract. Payment will be made upon completion of the assignment and submission of all required deliverables, including signed timesheets.

Garancia Rinore është një mekanizëm që synon të sigurojë që çdo i/e ri/re, veçanërisht ata që janë JAPFP, të kenë akses në arsim, trajnim, këshillim për punësim dhe shërbime mbështetëse.

Në këtë kuadër, projekti synon të përmirësojë identifikimin, orientimin dhe referimin e të rinjve JAPFP në Bashkinë Tiranë, përmes bashkëpunimit institucional dhe angazhimit aktiv të të rinjve në komunitet.

  1. Qëllimi i thirrjes

Observatori për të Drejtat e Fëmijëve dhe të Rinjve (Observatori) shpall thirrje të hapur për të rinjtë që dëshirojnë të angazhohen si Ndërmjetësues të Rinj, me qëllim identifikimin, informimin dhe orientimin e të rinve JAPFP drejt mekanizmit të Garancisë Rinore dhe shërbimeve mbështetëse në nivel vendor.

  1. Roli dhe përgjegjësitë e Ndërmjetësuesve të Rinj

Ndërmjetësuesit e Rinj do të angazhohen në:

  • Identifikimin e të rinjve JAPFP në territorin e Bashkisë Tiranë, në bashkëpunim me Observatorin dhe institucionet partnere
  • Zhvillimin e kontakteve derë më derë dhe aktiviteteve direkte në komunitet
  • Identifikimin dhe plotësimin e profileve dhe nevojave të të rinjve JAPFP përmes formularëve standardë të siguruar nga Observatori
  • Informimin dhe ndërgjegjësimin mbi Garancinë Rinore dhe shërbimet mbështetëse (arsim, trajnim profesional, punësim, shërbime sociale)
  • Referimin e rasteve drejt institucioneve përkatëse, sipas procedurave të përcaktuara.
  1. Trajnimi dhe mbështetja

Të rinjtë e përzgjedhur do të trajnohen paraprakisht mbi Të Rinjtë JAPFP dhe Garancinë Rinore, si dhe do të pajisen me të gjitha materialet dhe formularët e nevojshëm për punën në terren. Gjatë gjithë periudhës së angazhimit, Ndërmjetësuesit e Rinj do të marrin mbështetje teknike dhe mentorim të vazhdueshëm nga Observatori, si dhe do të pajisen me certifikatë pjesëmarrje në përfundim të angazhimit.

  1. Pagesa dhe forma e angazhimit

Angazhimi si Ndërmjetësues i Ri është me pagesë, e cila do të përcaktohet rast pas rasti, në varësi të numrit dhe kategorisë së të rinjve JAPFP të identifikuar dhe të referuar, në përputhje me rregullat e projektit.

Position: Coordinator for the Supervisors

Project: Multiple Indicator Cluster Survey (MICS) 2026 in Albania

Engagement: 2 months full-time engagement (1 February – 30 March 2026)

Background

The Multiple Indicator Cluster Survey (MICS) is an international household survey programme developed by UNICEF to assist countries in collecting internationally comparable data on the situation of children and women. In Albania, MICS 2025–2026 is implemented by the Institute of Statistics (INSTAT) with technical support from UNICEF.

Purpose of the Assignment

The purpose of this assignment is to coordinate and oversee the activities of Fieldwork Supervisors managing the MICS fieldwork teams. The Coordinator for the Supervisors will ensure that supervisory support is effective across teams, that operational challenges are addressed efficiently, and that fieldwork progresses according to the survey plan and protocols. The role requires strategic oversight, problem-solving, and timely communication between field supervisors, the survey management team, and other stakeholders.

Duration and Duty Station

The Coordinator for the Supervisors will be engaged for 2 months.
Duty station: Tirana (on-line support) and travel to locations as needed to support Fieldwork Supervisors, following the operational plan. (Logistics/working arrangements to be confirmed during onboarding, consistent with the survey logistics plan.)

Roles and Responsibilities

In close cooperation with INSTAT, UNICEF, and the MICS Team, the Coordinator for the Supervisors will:

  1. Coordinate Supervisors’ Activities
    • Maintain regular communication with Fieldwork Supervisors to monitor progress, challenges, and resource needs.
    • Ensure that Fieldwork Supervisors verify the accessibility of assigned enumeration areas (EAs), and provide guidance for addressing risks such as roads, weather, terrain, and other operational barriers.
    • Support Fieldwork Supervisors in proposing adjustments to movement sequencing or fieldwork plans and ensure these are communicated promptly to the survey coordination structure.
    • Facilitate problem-solving for issues escalated by Fieldwork Supervisors and liaise with the survey management team for timely decisions.
  2. Operational Oversight
    • Review weekly updates from Fieldwork Supervisors and ensure information is consolidated for higher-level management.
    • Identify recurring operational challenges across teams and propose preventive or corrective measures.
    • Monitor adherence to survey protocols and ethical standards in the field.
  3. Reporting and Coordination
    • Coordinate closely with the Survey Coordinator, logistics team of INSTAT, and other designated focal points (including transport/fleet coordination as needed).
    • Provide consolidated updates to survey management on fieldwork progress, operational risks, and solutions implemented.

Deliverables

The Coordinator for the Supervisors will deliver the following outputs:

  • Weekly summary report consolidating Fieldwork Supervisors’ updates, key operational challenges, and actions taken.
  • End-of-assignment note summarizing supervisory coordination results, recurring challenges, and recommendations for future fieldwork.
  • Signed timesheets for the period of engagement.

Qualifications

The candidate should possess the following qualifications:

  • University degree (bachelor’s or higher) or 3 years of equivalent experience in field coordination and management may be considered.
  • Strong planning and coordination skills, including managing multiple supervisors and addressing operational barriers in real time.
  • Excellent communication and stakeholder liaison skills.
  • Fluency in Albanian required; working knowledge of English is an advantage.

Payment Schedule

Payments will be subject to satisfactory performance and submission of required deliverables and signed timesheets, in line with contract terms. The payment schedule and invoicing requirements will be defined in the contract.
