Position: Transport Coordinator
Project: Multiple Indicator Cluster Survey (MICS) 2026 in Albania
Engagement: 3 months full-time engagement (15 January – 15 Prill)
Background
The Multiple Indicator Cluster Survey (MICS) is an international household survey programme developed by UNICEF to assist countries in collecting internationally comparable data on the situation of children and women. In Albania, MICS 2025-2026 is implemented by the Institute of Statistics (INSTAT) with technical support from UNICEF.
Purpose of the assignment
The purpose of this assignment is to coordinate the transport fleet (for 20 teams contemporarily) support MICS fieldwork teams, ensuring timely, safe and efficient movement of teams and equipment between Tirana and the selected enumeration areas, and between selected locations during fieldwork implementation.
The Transport Coordinator will coordinate vehicles, drivers and daily movements in close collaboration with the fleet provider, MICS Team and INSTAT.
Duration and duty station
The Transport Coordinator will be engaged for: 3 months.
Duty station: Tirana. No office or other tools will be made available to the coordinator. He must provide its own logistics and use own premises.
Roles and responsibilities
In close cooperation with INSTAT, UNICEF and the MICS Team, the Transport Coordinator will:
- Support training logistics during the assigned three (3) training days, including coordination of any training-related movements (e.g., participant transfers, field practice movements, transport of materials/equipment) as required.
- Develop and maintain a fleet deployment plan and a vehicle/driver roster for the fieldwork period (vehicles, drivers, availability, contact details, assignments, constraints).
- Coordinate the allocation of vehicles and drivers to teams, ensuring efficiency and adherence to survey timelines.
- Maintain real-time communication with drivers and team focal points (phone/WhatsApp or other agreed channel) to confirm departures, arrivals, changes in plans, and urgent needs.
- Coordinate transport-related procurement/administration tasks as applicable (fuel cards/vouchers, parking, tolls, per diems, petty cash procedures) in line with INSTAT/UNICEF rules and the survey logistics plan.
- Provide regular transport coordination updates (weekly) and participate in coordination meetings as requested.
Deliverables
The Transport Coordinator will deliver the following outputs:
- After receiving the fieldwork plan for the 20 teams from INSTAT, develop an initial fleet deployment plan and vehicle/driver roster.
- Vehicle utilization records submitted at agreed intervals (e.g., weekly).
- End-of-assignment note summarizing fleet utilization.
- Signed timesheets records for the period of engagement.
Reporting and coordination
The Transport Coordinator will coordinate with the Survey Coordinator, the Logistic Team of INSTAT and the contracted transport service providers (vehicle owners/drivers). It will report to the Logistics Team of INSTAT, and contracting entity as applicable.
Coordination and reporting lines will be confirmed during the onboarding briefing.
Qualifications
The candidate should possess the following qualification:
- University degree (bachelor’s or higher) in logistics, transport management, business administration or a related field or High School diploma if more than 5 years of equivalent experience.
- Demonstrated ability to plan and coordinate multiple concurrent movements under time constraints; experience with nationwide operations is an asset.
- Strong communication skills and ability to work effectively with field teams and management under pressure.
- Fluency in Albanian required; working knowledge of English is an advantage.
Payment schedule
Payments will be subject to satisfactory performance and submission of required deliverables and signed timesheets, in line with contract terms.
The payment will be made on a weekly basis, with invoicing requirements and payment schedule to be defined in the contract.
