Position: Coordinator for the Supervisors

Project: Multiple Indicator Cluster Survey (MICS) 2026 in Albania

Engagement: 2 months full-time engagement (1 February – 30 March 2026)

Background

The Multiple Indicator Cluster Survey (MICS) is an international household survey programme developed by UNICEF to assist countries in collecting internationally comparable data on the situation of children and women. In Albania, MICS 2025–2026 is implemented by the Institute of Statistics (INSTAT) with technical support from UNICEF.

Purpose of the Assignment

The purpose of this assignment is to coordinate and oversee the activities of Fieldwork Supervisors managing the MICS fieldwork teams. The Coordinator for the Supervisors will ensure that supervisory support is effective across teams, that operational challenges are addressed efficiently, and that fieldwork progresses according to the survey plan and protocols. The role requires strategic oversight, problem-solving, and timely communication between field supervisors, the survey management team, and other stakeholders.

Duration and Duty Station

The Coordinator for the Supervisors will be engaged for 2 months.
Duty station: Tirana (on-line support) and travel to locations as needed to support Fieldwork Supervisors, following the operational plan. (Logistics/working arrangements to be confirmed during onboarding, consistent with the survey logistics plan.)

Roles and Responsibilities

In close cooperation with INSTAT, UNICEF, and the MICS Team, the Coordinator for the Supervisors will:

  1. Coordinate Supervisors’ Activities
    • Maintain regular communication with Fieldwork Supervisors to monitor progress, challenges, and resource needs.
    • Ensure that Fieldwork Supervisors verify the accessibility of assigned enumeration areas (EAs), and provide guidance for addressing risks such as roads, weather, terrain, and other operational barriers.
    • Support Fieldwork Supervisors in proposing adjustments to movement sequencing or fieldwork plans and ensure these are communicated promptly to the survey coordination structure.
    • Facilitate problem-solving for issues escalated by Fieldwork Supervisors and liaise with the survey management team for timely decisions.
  2. Operational Oversight
    • Review weekly updates from Fieldwork Supervisors and ensure information is consolidated for higher-level management.
    • Identify recurring operational challenges across teams and propose preventive or corrective measures.
    • Monitor adherence to survey protocols and ethical standards in the field.
  3. Reporting and Coordination
    • Coordinate closely with the Survey Coordinator, logistics team of INSTAT, and other designated focal points (including transport/fleet coordination as needed).
    • Provide consolidated updates to survey management on fieldwork progress, operational risks, and solutions implemented.

Deliverables

The Coordinator for the Supervisors will deliver the following outputs:

  • Weekly summary report consolidating Fieldwork Supervisors’ updates, key operational challenges, and actions taken.
  • End-of-assignment note summarizing supervisory coordination results, recurring challenges, and recommendations for future fieldwork.
  • Signed timesheets for the period of engagement.

Qualifications

The candidate should possess the following qualifications:

  • University degree (bachelor’s or higher) or 3 years of equivalent experience in field coordination and management may be considered.
  • Strong planning and coordination skills, including managing multiple supervisors and addressing operational barriers in real time.
  • Excellent communication and stakeholder liaison skills.
  • Fluency in Albanian required; working knowledge of English is an advantage.

Payment Schedule

Payments will be subject to satisfactory performance and submission of required deliverables and signed timesheets, in line with contract terms. The payment schedule and invoicing requirements will be defined in the contract.
