Por ka ende shum\u00eb pun\u00eb p\u00ebr t\u2019i mb\u00ebshtetur me donacione dhe rritjen e bashk\u00ebpunimit me institucionet shtet\u00ebrore q\u00eb do t\u00eb ndikojn\u00eb n\u00eb vazhdim\u00ebsin\u00eb e projekteve edhe pas p\u00ebrfundimit t\u00eb tyre duke i ngritur n\u00eb nivelin e nj\u00eb sh\u00ebrbimeve q\u00eb mund t\u00eb ofroj shteti n\u00eb vazhdim\u00ebsi.<\/li>\n<li>N\u00eb fush\u00ebn e t\u00eb drejtave t\u00eb njeriut n\u00eb p\u00ebrgjith\u00ebsi dhe t\u00eb f\u00ebmij\u00ebve n\u00eb ve\u00e7anti jan\u00eb p\u00ebrfshir\u00eb masat p\u00ebr PVF 2016-2020, p\u00ebrmir\u00ebsimi i ligjit nr.10347 \u201cP\u00ebr mbrojtjen e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve\u201d duke i dh\u00ebn\u00eb m\u00eb shum\u00eb r\u00ebnd\u00ebsi forcimit t\u00eb NJMF q\u00eb funkionojn\u00eb pran\u00eb nj\u00ebsive vendore n\u00ebp\u00ebrmjet mb\u00ebshtetjes \u00a0edhe me buxhet. N\u00eb realitet\u00a0 deri m\u00eb tani k\u00ebto nj\u00ebsi ende nuk jan\u00eb mb\u00ebshtetur me buxhet dhe nuk jan\u00eb forcuar p\u00ebrsa i p\u00ebrket stafit. Kjo ka ndikuar n\u00eb munges\u00ebn e efektivitetit t\u00eb pun\u00ebs s\u00eb tyre. Niveli i nd\u00ebrmjet\u00ebm i sistemit t\u00eb mbrojtjes s\u00eb f\u00ebmij\u00ebs, ai rajonal (NjDF-t\u00eb), n\u00eb disa qarqe jan\u00eb shkurtuar ose pezulluar (p\u00ebr munges\u00eb buxheti) q\u00eb nuk shkon nj\u00ebsh me strategjin\u00eb e p\u00ebrmir\u00ebsimit dhe forcimit t\u00eb mbrojtjes s\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve.<\/li>\n<li>Po n\u00eb sfer\u00ebn e mbrojtjes s\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve do t\u00eb sygjeronim v\u00ebnien e theksit n\u00eb rritjen\/fuqizimin e kapaciteteve t\u00eb profesionist\u00ebve q\u00eb punojn\u00eb n\u00eb k\u00ebt\u00eb fush\u00eb.<\/li>\n<li>N\u00eb lidhje me p\u00ebrgjegjshm\u00ebrin\u00eb e qeverisjes vendore ndaj problemit t\u00eb dhun\u00ebs ndaj f\u00ebmij\u00ebve ka shum\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb. Edhe drejt\u00ebsia miq\u00ebsore p\u00ebr f\u00ebmij\u00ebt \u00ebsht\u00eb ende larg e t\u00eb q\u00ebnurit e till\u00eb duke filluar q\u00eb nga puna n\u00eb komisariatet e policis\u00eb, procesin e hetimit, intervistimit, ambientet e nevojshme p\u00ebr f\u00ebmij\u00ebt, profesionalizmi i stafit t\u00eb policis\u00eb e burgjeve si dhe gjyqtar\u00ebt q\u00eb ndjekin \u00e7\u00ebshtjet.<\/li>\n<li>N\u00eb Planin e Veprimit 2016-2020 p\u00ebr rom\u00ebt dhe egjiptian\u00ebt i \u00ebsht\u00eb dh\u00ebn\u00eb r\u00ebnd\u00ebsi strehimit social dhe arsimit. N\u00eb k\u00ebt\u00eb dokument thuhet q\u00eb Ministria e Zhvillimit Urban ka hartuar projekt strategjin\u00eb e strehimit social dhe Planin e saj t\u00eb Veprimit q\u00eb pritet t\u00eb miratohet n\u00eb vitin 2016 nd\u00ebrkoh\u00eb q\u00eb ky problem \u00ebsht\u00eb i vjet\u00ebr dhe urgjent jo vet\u00ebm p\u00ebr rom\u00ebt dhe egjiptian\u00ebt por edhe p\u00ebr familjet e varf\u00ebra e t\u00eb pastreha t\u00eb shumic\u00ebs tjet\u00ebr t\u00eb popullsis\u00eb. Banesat sociale ende nuk jan\u00eb shp\u00ebrndar\u00eb nd\u00ebrkoh\u00eb gjithmon\u00eb flitet p\u00ebr strategji e plane veprimi duke v\u00ebn\u00eb theksin tek tog fjal\u00ebshi \u201cdo t\u00eb &#8230;\u201d.<\/li>\n<li>N\u00eb fush\u00ebn e mbrojtjes sociale n\u00eb PKIE 2016-2020 \u00ebsht\u00eb parashikuar reforma n\u00eb sh\u00ebrbimet sociale n\u00eb drejtim t\u00eb decentralizimit t\u00eb sh\u00ebrbimeve sociale dhe deinstitucionalizimit t\u00eb p\u00ebrkujdesit shoq\u00ebror si dhe krijimin e regjistrave elektronik t\u00eb familjeve p\u00ebrfituese t\u00eb ndihm\u00ebs ekonomike dhe aft\u00ebsis\u00eb s\u00eb kufizuar. Deri tani n\u00eb drejtim t\u00eb decentralizimit t\u00eb sh\u00ebrbimeve t\u00eb p\u00ebrkujdesit shoq\u00ebror n\u00ebp\u00ebrmjet mund\u00ebsis\u00eb s\u00eb futjes s\u00eb sh\u00ebrbimeve alternative (sht\u00ebpi-familje, q\u00ebndra ditore, sh\u00ebrbime n\u00eb komunitet etj) tentativat m\u00eb shum\u00eb jan\u00eb b\u00ebr\u00eb nga sektori privat q\u00eb shpesh nuk ka shtrirje sipas nevojave dhe nuk \u00ebsht\u00eb i koordinuar nga shteti. Qeverisja vendore, me p\u00ebrjashtim t\u00eb bashkis\u00eb s\u00eb qytetit t\u00eb Tiran\u00ebs, nuk ka pasur mund\u00ebsi financiare p\u00ebr t\u00eb ngritur dhe financuar vet\u00eb sh\u00ebrbime sociale ose t\u00eb p\u00ebrkujdesit shoq\u00ebrore. Reforma e re administrative sapo ka filluar dhe nuk dihet ende se sa do t\u00eb mb\u00ebshteten me buxhet bashkit\u00eb e reja dhe n\u00ebse do t\u00eb ken\u00eb mund\u00ebsi t\u00eb gjenerojn\u00eb fonde q\u00eb mund t\u00eb p\u00ebrdoren n\u00eb fush\u00ebn e sh\u00ebrbimeve sociale dhe t\u00eb p\u00ebrkujdesit n\u00eb komunitet.<\/li>\n<li>Po n\u00eb fush\u00ebn e mbrojtjes sociale duhet par\u00eb si prioritet minimizimi i dhun\u00ebs n\u00eb familje n\u00ebp\u00ebrmjet strategjis\u00eb Komb\u00ebtare t\u00eb Barazis\u00eb Gjinore dhe Dhun\u00ebs n\u00eb Familje duke hartuar dhe zbatuar plane parandalimi dhe rehabilitimi jo vet\u00ebm p\u00ebr viktim\u00ebn por edhe dhunuesin duke synuar mund\u00ebsin\u00eb e mosp\u00ebrs\u00ebritjes s\u00eb k\u00ebtyre fenomeneve.<\/li>\n<li>N\u00eb k\u00ebt\u00eb dokument vihet re q\u00eb p\u00ebr qeverin\u00eb shqiptare n\u00eb fush\u00ebn e politikave sociale mbeten ende vet\u00ebm si rekomandime; Forcimi dhe shtrirja e mekanizmit t\u00eb mbrojtjes s\u00eb f\u00ebmij\u00ebve, p\u00ebrfitimi i politikave t\u00eb integrimit p\u00ebr komunitetet e margjinalizuara dhe integrimi i personave me aft\u00ebsi t\u00eb kufizuar. Lidhur me k\u00ebt\u00eb n\u00eb PKIE 2016-2020 mendojm\u00eb se mungojn\u00eb prioritetet p\u00ebr realizimin e k\u00ebtyre rekomandimeve.<\/li>\n<\/ol>\n<ol start=\"9\">\n<li>N\u00eb lidhje me papun\u00ebsis\u00eb shifrat t\u00eb pakt\u00ebn p\u00ebr vitin 2015 nuk jan\u00eb inkurajuese. N\u00ebse grupmosha 15-30 vje\u00e7 z\u00eb 28% ose <strong>42539<\/strong> t\u00eb totalit t\u00eb papun\u00ebve pun\u00ebk\u00ebrkues (pa llogaritur ata q\u00eb nuk jan\u00eb paraqitur n\u00eb zyrat e pun\u00ebs) programet e realizuara p\u00ebr vitin 2015 p\u00ebr nxitjen e pun\u00ebsimit kan\u00eb p\u00ebrfshir\u00eb 5631 pun\u00ebk\u00ebrkues dhe kan\u00eb q\u00ebn\u00eb p\u00ebrfitues 582 subjekte, pra shum\u00eb pak n\u00eb krahasim me p\u00ebrmasat e m\u00ebdha t\u00eb papun\u00ebsis\u00eb prej <strong>151926 <\/strong>t\u00eb papun\u00eb pun\u00ebk\u00ebrkues. Ndoshta jan\u00eb t\u00eb nevojshme programe m\u00eb efi\u00e7ente sidomos p\u00ebr reduktimin e papun\u00ebsis\u00eb tek t\u00eb rinjt\u00eb.<\/li>\n<li>P\u00ebr sa i p\u00ebrket arsimit ajo q\u00eb p\u00ebrb\u00ebn\u00a0 interes p\u00ebr ne \u00ebsht\u00eb prioriteti\u00a0 q\u00eb\u00a0 i \u00ebsht\u00eb dh\u00ebn\u00eb nd\u00ebrhyrjes n\u00eb sistemin parashkollor ( femijeria e hershme). Kjo \u00ebsht\u00eb nj\u00eb domosdoshm\u00ebri p\u00ebr p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb k\u00ebtij sistemi dhe pun\u00ebs me f\u00ebmij\u00ebt.
