Ky plan \u00ebsht\u00eb i fokusuar n\u00eb 5 shtylla kryesore t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve:<br \/>\n<em><strong>&#8211; E drejta p\u00ebr mbrojtje dhe p\u00ebrfshirje sociale;<\/strong><\/em><br \/>\n<em><strong>&#8211; E drejta e f\u00ebmij\u00ebve p\u00ebr mbrojtje nga dhuna, abuzimi dhe shfryt\u00ebzimi ekonomik;<\/strong><\/em><br \/>\n<em><strong>&#8211; E drejta p\u00ebr zhvillim dhe arsim;<\/strong><\/em><br \/>\n<em><strong>&#8211; E drejta p\u00ebr kujdes sh\u00ebndet\u00ebsor;<\/strong><\/em><br \/>\n<em><strong>&#8211; E drejta p\u00ebr mbrojtje ligjore.<br \/>\n<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\"><strong>MONITORIM I ZBATIMIT T\u00cb PLANIT KOMB\u00cbTAR T\u00cb VEPRIMIT P\u00cbR F\u00cbMIJ\u00cb 2012 \u2013 2015<\/strong><br \/>\nN\u00eb lidhje me zbatimin e Planit Komb\u00ebtar r\u00eb Veprimit p\u00ebr F\u00ebmij\u00eb 2012-2015, Observatori p\u00ebr t\u00eb Drejtave e F\u00ebmij\u00ebve ka monitoruar aspektet e m\u00ebposhtme:<br \/>\na) Roli i nj\u00ebsive t\u00eb qeverisjes vendore n\u00eb vler\u00ebsimin e nevojave t\u00eb f\u00ebmij\u00ebve n\u00eb raport me realizimin e t\u00eb drejtave t\u00eb tyre n\u00eb zbutjen e varf\u00ebris\u00eb.<br \/>\nb) Relacionet situative dhe raportet vjetore t\u00eb analiz\u00ebs s\u00eb situat\u00ebs s\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve t\u00eb hartuara p\u00ebr nj\u00ebsit\u00eb e qeverisjes vendore.<br \/>\nc) Programet specifike t\u00eb Nj\u00ebsive administrative t\u00eb fokusuara n\u00eb realizimin e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve, duke specifikuar dhe arritjet p\u00ebrkat\u00ebse.<br \/>\nd) Buxhetet p\u00ebr zbatimin e programeve p\u00ebr t\u00eb drejtat e f\u00ebmij\u00ebve nga nj\u00ebsit\u00eb vendore.<br \/>\ne) Politikat dhe masat e posa\u00e7me p\u00ebr forcimin e komunikimit dhe transparenc\u00ebs s\u00eb pushtetit vendor me f\u00ebmij\u00ebt dhe grupet e interesit, q\u00eb zbatohen n\u00eb nivel rajonal.<\/p>\n<p style=\"text-align: justify;\"><strong>a.Roli i nj\u00ebsive t\u00eb qeverisjes vendore n\u00eb vler\u00ebsimin e nevojave t\u00eb f\u00ebmij\u00ebve n\u00eb raport me realizimin e t\u00eb drejtave t\u00eb tyre n\u00eb zbutjen e varf\u00ebris\u00eb<\/strong><br \/>\nNj\u00eb nd\u00ebr objektivat strategjik\u00eb m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb kompetencat e reja te nj\u00ebsive t\u00eb qeverisjes vendore lidhet me vler\u00ebsimin e nevojave t\u00eb f\u00ebmij\u00ebve, q\u00eb jan\u00eb n\u00eb territorin administrativ.<br \/>\n&#8211; N\u00eb Qarkun Kuk\u00ebs, Shkod\u00ebr dhe Tiran\u00eb nuk ka informacion n\u00eb lidhje me raportet dhe vler\u00ebsimet p\u00ebr nevojat e f\u00ebmij\u00ebve n\u00eb p\u00ebrputhje me shkall\u00ebn e realizimit t\u00eb t\u00eb drejtave t\u00eb tyre, nga nj\u00ebsit\u00eb e qeverisjes vendore. P\u00ebr qarkun Tiran\u00eb \u00ebsht\u00eb hartuar nj\u00eb Strategji Rajonale p\u00ebr periudh\u00ebn kohore 2013-2016, e cila nuk \u00ebsht\u00eb e mb\u00ebshtetur me buxhet dhe p\u00ebr rrjedhoj\u00eb nuk \u00ebsht\u00eb zbatuar. Qarku Shkod\u00ebr ka hartuar nj\u00eb Strategji rajonale p\u00ebr f\u00ebmij\u00ebt dhe Planin e Veprimit p\u00ebr periudh\u00ebn e m\u00ebparshme 2011-2013. N\u00eb qarkun Fier \u00ebsht\u00eb draftuar nj\u00eb Strategji rajonale p\u00ebr f\u00ebmij\u00ebt dhe plan veprimi rajonal p\u00ebr periudh\u00ebn 2013- 2015, i cili nuk \u00ebsht\u00eb publikuar. P\u00ebr rrjedhoj\u00eb ky plan veprimi rajonal nuk \u00ebsht\u00eb zbatuar.<br \/>\n&#8211; N\u00eb Qarkun Elbasan, K\u00ebshilli i qarkut harton raportime periodike dhe analiza situative n\u00eb lidhje me nevojat dhe problematikat q\u00eb hasin f\u00ebmij\u00ebt. K\u00ebto raporte jan\u00eb ndar\u00eb edhe me aktor\u00ebt e tjer\u00eb lokal\u00eb n\u00eb takime dhe konferenca lokale, si edhe opinionit publik n\u00ebp\u00ebrmjet medias.<br \/>\n&#8211; N\u00eb Qarkun Kor\u00e7\u00eb, Bashkia e Kor\u00e7\u00ebs n\u00eb bashk\u00ebpunim me UNDP ka hartuar planin e veprimit p\u00ebr komunitetet Rome dhe Egjyptiane, i cili do t\u00eb miratohet s\u00eb shpejti n\u00eb k\u00ebshillin Bashkiak.<\/p>\n<p style=\"text-align: justify;\"><strong>b. Relacionet situative dhe raportet vjetore t\u00eb analiz\u00ebs s\u00eb situat\u00ebs s\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve t\u00eb hartuara p\u00ebr nj\u00ebsit\u00eb e qeverisjes vendore<\/strong><br \/>\nObservatori p\u00ebr t\u00eb Drejtat e F\u00ebmij\u00ebve ka hartuar relacione situative mbi monitorimin e zbatimit t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve sipas sektor\u00ebve t\u00eb ndrysh\u00ebm, t\u00eb cilat jan\u00eb shp\u00ebrndar\u00eb me aktor\u00ebt lokal\u00eb. K\u00ebto Relacione kan\u00eb p\u00ebrfshir\u00eb periudh\u00ebn 2010- 2014 dhe kan\u00eb informacione p\u00ebr t\u00eb gjitha nj\u00ebsit\u00eb vendore q\u00eb i jan\u00eb shtuar 61 Bashkive t\u00eb vendit, sipas reform\u00ebs territoriale .<br \/>\n&#8211; N\u00eb qarkun Shkod\u00ebr, k\u00ebto relacione situative jan\u00eb vler\u00ebsuar nga nj\u00ebsit\u00eb administrative si nj\u00eb mekaniz\u00ebm udh\u00ebzues n\u00eb hartimin e politikave m\u00eb favorizuese p\u00ebr f\u00ebmij\u00ebt.<br \/>\n&#8211; N\u00eb Qarkun Tiran\u00eb, Kuk\u00ebs dhe Kor\u00e7\u00eb, reagimi i nj\u00ebsive vendore \u00ebsht\u00eb lidhur me falenderimin p\u00ebrkundrejt k\u00ebtyre informacioneve ne nivel lokal.<br \/>\n&#8211; N\u00eb qarkun Elbasan dhe Fier, relacionet e d\u00ebrguara jan\u00eb b\u00ebr\u00eb pjes\u00eb referuese si dokumentacion dhe analiz\u00eb e nj\u00ebsive t\u00eb caktuara pran\u00eb qeverisjes vendore q\u00eb merren me problematikat e f\u00ebmij\u00ebve.<\/p>\n<p style=\"text-align: justify;\"><strong>c. Programet specifike t\u00eb Nj\u00ebsive administrative t\u00eb fokusuara n\u00eb realizimin e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve, duke specifikuar dhe arritjet p\u00ebrkat\u00ebse<\/strong><br \/>\nNj\u00ebsit\u00eb administrative, n\u00eb kuad\u00ebr edhe t\u00eb reform\u00ebs territoriale, kan\u00eb nj\u00eb rritje t\u00eb rolit dhe kompetencave t\u00eb tyre, duke mbuluar n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb nj\u00eb territor m\u00eb t\u00eb madh. Nj\u00eb dukuri e till\u00eb duhet t\u00eb shoq\u00ebrohet edhe me programe specifike, q\u00eb duhet t\u00eb mbulojn\u00eb nj\u00eb num\u00ebr m\u00eb t\u00eb lart\u00eb nevojash.<br \/>\n&#8211; N\u00eb qarkun Shkod\u00ebr, Kuk\u00ebs dhe Fier, nuk ka informacion n\u00eb lidhje me programet specifike t\u00eb fokusuara n\u00eb realizimin e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve. Jan\u00eb zhvillur takime t\u00eb aktor\u00ebve t\u00eb ndrysh\u00ebm q\u00eb kan\u00eb p\u00ebrfshir\u00eb edhe f\u00ebmij\u00ebt.<br \/>\n&#8211; N\u00eb qarkun Elbasan, ka patur disa programe n\u00eb disa nj\u00ebsi administrative t\u00eb qarkut si: Elbasan, Librazhd, Cerrik, t\u00eb mb\u00ebshtetura nga partner\u00eb t\u00eb huaj dhe ku nj\u00ebsit\u00eb vendore kan\u00eb qen\u00eb partner\u00eb n\u00eb realizimin e tyre.<br \/>\n&#8211; N\u00eb Kor\u00e7\u00eb jan\u00eb zhvilluar disa aktivitete nga Bashkia Kor\u00e7\u00eb dhe Pogradec, t\u00eb cilat kan\u00eb synuar promovimin e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve.<\/p>\n<p style=\"text-align: justify;\"><strong>d. Buxhetet p\u00ebr zbatimin e programeve p\u00ebr t\u00eb drejtat e f\u00ebmij\u00ebve nga nj\u00ebsit\u00eb vendore<\/strong><br \/>\n<strong>Programet specifike t\u00eb nj\u00ebsive vendore t\u00eb fokusuara tek t\u00eb drejtat e f\u00ebmij\u00ebve, duhet t\u00eb shoq\u00ebrohen me buxhetet p\u00ebrkat\u00ebse n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb gjejn\u00eb zbatim.<\/strong><br \/>\n&#8211; N\u00eb qarkun Shkod\u00ebr nuk ka buxhete t\u00eb specifikuara q\u00eb shkojn\u00eb drejt\u00eb p\u00ebr s\u00eb drejti n\u00eb programe p\u00ebr t\u00eb drejtat e f\u00ebmij\u00ebve, por NJMF-t\u00eb n\u00eb nj\u00ebsit\u00eb vendore jan\u00eb mb\u00ebshtetur n\u00eb trajtimin e rasteve t\u00eb f\u00ebmij\u00ebve, si p\u00ebrfshirja n\u00eb skema ekonomike, aft\u00ebsia e kufizuar dhe sh\u00ebrbime t\u00eb tjera.<br \/>\n&#8211; N\u00eb qarkun Tiran\u00eb, nj\u00ebsit\u00eb vendore nuk kan\u00eb mund\u00ebsi financiare p\u00ebr mbulimin e programeve t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve dhe nuk kan\u00eb buxhet t\u00eb ndar\u00eb p\u00ebr f\u00ebmij\u00ebt. NjMF-t\u00eb nuk jan\u00eb t\u00eb mb\u00ebshtetura me buxhet dhe p\u00ebr menaxhimet e rasteve ato kan\u00eb k\u00ebrkuar ndihm\u00ebn e OJF-ve q\u00eb veprojn\u00eb n\u00eb territorin e nj\u00ebsis\u00eb administrative. P\u00ebrjashtim b\u00ebn bashkia Tiran\u00eb, e cila \u00ebsht\u00eb shembull i decentralizimit financiar, duke ofruar sh\u00ebrbime n\u00eb 4 qendra komunitare t\u00eb tipit multidisiplinar, n\u00eb t\u00eb cilat p\u00ebrfitojn\u00eb edhe f\u00ebmij\u00ebt. K\u00ebto q\u00ebndra krahas sh\u00ebrbimeve sociale ofrojn\u00eb edhe programe edukuese p\u00ebr f\u00ebmij\u00ebt si dhe n\u00eb nj\u00ebr\u00ebn prej tyre- q\u00ebndra \u201cMultidisiplinare\u201d, funksionon nj\u00eb qend\u00ebr ditore p\u00ebr f\u00ebmij\u00ebt e mosh\u00ebs parashkollore q\u00eb i p\u00ebrgatit ata p\u00ebr shkoll\u00eb. P\u00ebrve\u00e7 k\u00ebsaj kjo bashki n\u00eb funksion t\u00eb gjithp\u00ebrfshirjes n\u00eb arsim ka nxjerr\u00eb kritere leht\u00ebsuese p\u00ebr vendosjen e f\u00ebmij\u00ebve n\u00eb \u00e7erdhe dhe kopshte pa pages\u00eb. Nga k\u00ebto kritere p\u00ebrfitojn\u00eb f\u00ebmij\u00ebt e familjeve me ndihm\u00eb ekonomike, f\u00ebmij\u00ebt jetim, f\u00ebmij\u00ebt Rom, f\u00ebmij\u00ebt e grave kryefamiljare dhe vajzave n\u00ebna si dhe ata q\u00eb vijn\u00eb nga familje ku kryefamiljari \u00ebsht\u00eb me aft\u00ebsi ndryshe. Ofrimi i bursave shkollore p\u00ebr nx\u00ebn\u00ebsit me rezultate t\u00eb mira dhe q\u00eb vijn\u00eb nga familje q\u00eb trajtohen me ndihm\u00eb ekonomike \u00ebsht\u00eb nj\u00eb mund\u00ebsi q\u00eb u jepet nga kjo bashki f\u00ebmij\u00ebve me t\u00eb ardhurat t\u00eb pakta p\u00ebr t\u00eb ndjekur arsimin. Nj\u00eb model t\u00eb ofrimit t\u00eb bursave shkollore ndjek edhe bashkia Kavaj\u00eb. N\u00eb fush\u00ebn e investimeve bashkia Tiran\u00eb p\u00ebr k\u00ebt\u00eb vit ka v\u00ebn\u00eb prioritet rikonstruksionin e nj\u00eb s\u00ebr\u00eb \u00e7erdheve dhe kopshteve brenda territorit t\u00eb saj.<br \/>\n&#8211; N\u00eb qarkun Kuk\u00ebs dhe Fier nj\u00ebsit\u00eb vendore nuk kan\u00eb buxhet t\u00eb ndar\u00eb n\u00eb ve\u00e7anti p\u00ebr f\u00ebmij\u00ebt, por jan\u00eb t\u00eb planifikuara shpenzimet q\u00eb shkojn\u00eb p\u00ebr f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizuara apo me problematika t\u00eb ndryshme.<br \/>\n&#8211; N\u00eb qarkun Kor\u00e7\u00eb, n\u00eb saj t\u00eb aktiviteteve t\u00eb p\u00ebrbashk\u00ebta edhe me aktor\u00ebt e tjer\u00eb loakle, ka patur buxhete shoq\u00ebruese p\u00ebr programet e fokusuara tek t\u00eb drejtat e f\u00ebmij\u00ebve. Nj\u00eb veprim i nd\u00ebrmar\u00eb nga Bashkia Kor\u00e7\u00eb \u00ebsht\u00eb \u2018\u2019Buxhetimi me pjes\u00ebmarrje\u2019\u2019 i cili p\u00ebr t\u00eb pestin vit radhazi realizohet n\u00eb \u00e7do lagje t\u00eb qytetit.<\/p>\n<p style=\"text-align: justify;\"><strong>e. Politikat dhe masat e posa\u00e7me p\u00ebr forcimin e komunikimit dhe transparenc\u00ebs s\u00eb pushtetit vendor me f\u00ebmij\u00ebt dhe grupet e interesit, q\u00eb zbatohen n\u00eb nivel rajonal<\/strong><br \/>\n&#8211; N\u00eb qarkun Tiran\u00eb, n\u00eb minibashkin\u00eb nr.1 jan\u00eb realizuar takime me komunitetin e k\u00ebsaj nj\u00ebsie- prind\u00ebr dhe f\u00ebmij\u00eb p\u00ebr \u00e7\u00ebshtje t\u00eb arsimit n\u00eb bashk\u00ebpunim dhe me disa shkolla brenda territorit t\u00eb k\u00ebsaj nj\u00ebsie. Takime t\u00eb tilla n\u00eb k\u00ebt\u00eb nj\u00ebsi jan\u00eb parashikuar t\u00eb b\u00ebhen n\u00eb \u00e7do vit shkollor.<br \/>\n&#8211; N\u00eb qarkun Kuk\u00ebs gjat\u00eb muajit shtator 2015, MAS ka realizuar takime me grupe t\u00eb interesit p\u00ebr lan\u00e7imin e planit t\u00eb veprimit p\u00ebr arsimin 2015-2020.<br \/>\n&#8211; N\u00eb qarkun Elbasan, Bashkia Elbasan ka qen\u00eb disa her\u00eb n\u00eb takime me t\u00eb rinj dhe nx\u00ebn\u00ebs t\u00eb shkollave 9- vje\u00e7are e t\u00eb mesme t\u00eb qytetit ku \u00ebsht\u00eb diskutuar p\u00ebr problematikat e arsimit. Megjithat\u00eb k\u00ebto takime kan\u00eb qen\u00eb t\u00eb iniciuara nga aktor\u00eb t\u00eb shoq\u00ebrise civile, qeverit\u00eb e nx\u00ebn\u00ebsve.
