Situata \u00ebsht\u00eb par\u00eb t\u00eb jet\u00eb shum\u00eb problematike p\u00ebr disa nga qarqet e vendit, t\u00eb cilat shihen si &#8220;pikat e nxehta&#8221; p\u00ebr k\u00ebt\u00eb fenomen. Shum\u00eb refugjat\u00eb po synojn\u00eb vendet e BE-s\u00eb si azilk\u00ebrkues politik\u00eb dhe ekonomik\u00eb. Nga \u00a0t\u00eb dh\u00ebnat e fundit t\u00eb publikuara nga EUROSTAT numri total i azilk\u00ebrkuesve n\u00eb fund t\u00eb vitit 2014, n\u00eb 28 vendet e Bashkimit Evropian ishte <em>69,165 aplikant\u00eb<\/em>. Vendi me numrin m\u00eb t\u00eb lart\u00eb t\u00eb k\u00ebrkesave p\u00ebr azil p\u00ebr vitin 2014 ishte Gjermania me <em>20,375 aplikime<\/em>, e ndjekur nga Hungaria me <em>14,075 aplikime<\/em>.<\/p>\n<p style=\"text-align: justify;\">Situata paraqitet m\u00eb problematike n\u00ebse i referohemi Zyr\u00ebs Federale p\u00ebr Migrim dhe Refugjat\u00eb (BAMF) n\u00eb Gjermani. Sipas BAMF numri i p\u00ebrgjithsh\u00ebm i azilk\u00ebrkuesve n\u00eb Gjermani, n\u00eb fund t\u00eb vitit 2014 ishte <em>173,072<\/em> persona dhe n\u00eb 4 muajt e par\u00eb t\u00eb 2015 \u00ebsht\u00eb <em>100,755 azilk\u00ebrkues<\/em>. \u00a0K\u00ebto t\u00eb dh\u00ebna po \u00a0b\u00ebhen shum\u00eb alarmante. Nga numri i p\u00ebrgjithsh\u00ebm i aplikimeve n\u00eb Gjermani, n\u00eb prill t\u00eb vitit 2015 , azilk\u00ebrkuesit shqiptar\u00eb u rendit\u00ebn t\u00eb par\u00ebt, me nj\u00eb num\u00ebr total prej <em>4794 azilk\u00ebrkuesish<\/em>, e ndjekur nga shtetasit e Kosov\u00ebs, me nj\u00eb total prej <em>4608 aplikimesh<\/em>,. Sipas BAMF numri i p\u00ebrgjithsh\u00ebm i azilk\u00ebrkuesve shqiptar\u00eb, gjat\u00eb vitit 2015 \u00ebsht\u00eb 11,053.<\/p>\n<p style=\"text-align: justify;\">Pavar\u00ebsisht t\u00eb gjitha lajm\u00ebrimeve q\u00eb Ministria e Brendshme e Gjermanis\u00eb ka b\u00ebr\u00eb, q\u00eb pro\u00e7esi i k\u00ebrkimit t\u00eb azilit politik dhe ekonomik nga qytetar\u00ebt Shqiptar\u00eb d\u00ebmton integrimin e Shqip\u00ebris\u00eb n\u00eb BE dhe azil k\u00ebkruesit Shqiptar\u00eb nuk kan\u00eb shanse t\u00eb p\u00ebrfitojn\u00eb nga azili, ata ende vazhdojn\u00eb ta nd\u00ebrmarrin k\u00ebt\u00eb risk dhe vazhdojn\u00eb t\u00eb tentojn\u00eb.<\/p>\n<p style=\"text-align: justify;\">Edhe pse BAMF ka b\u00ebr\u00eb publik numrin e p\u00ebrgjithsh\u00ebm t\u00eb \u00a0azilk\u00ebrkuesve q\u00eb vijn\u00eb nga Shqip\u00ebria, ka nj\u00eb munges\u00eb t\u00eb informacionit, n\u00eb lidhje me numrin e refugjat\u00ebve dhe rajoneve nga vijn\u00eb k\u00ebta refugjat\u00eb.\u00a0 Ka disa rajona t\u00eb cilat mendohen problematike dhe q\u00eb jan\u00eb \u00a0identifikuar, por nuk ka t\u00eb dh\u00ebna zyrtare ose informacion nga institucionet shtet\u00ebrore n\u00eb Shqip\u00ebri. \u00a0Deri m\u00eb tani, institucionet p\u00ebrgjegj\u00ebse shtet\u00ebrore, n\u00eb nivel q\u00ebndror t\u00eb qeverisjes, si dhe nj\u00ebsit\u00eb e qeverisjes vendore nuk kan\u00eb dh\u00ebn\u00eb informacion, n\u00eb lidhje me numrin e refugjateve, rajonet \u00a0nga vijn\u00eb k\u00ebta refugjat\u00eb ose arsyet kryesore pse kjo situat\u00eb \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar dhe pasojat e saj, p\u00ebr zhvillimin socio-ekonomik t\u00eb vendit.<\/p>\n<p style=\"text-align: justify;\">\u00c7far\u00eb eshte konsideruar dhe v\u00ebzhguar si nj\u00eb problem madhor,\u00a0 \u00ebsht\u00eb koha kur k\u00ebta refugjat\u00eb do t\u00eb kthehen p\u00ebrs\u00ebri n\u00eb Shqip\u00ebri. Nj\u00eb nga tezat e supozuara \u00ebsht\u00eb se ata do t\u00eb kthehen m\u00eb t\u00eb varf\u00ebr nga sa\u00a0 u larguan, sepse ata kan\u00eb shitur gjith\u00e7ka zot\u00ebronin p\u00ebr t\u00eb siguruar t\u00eb ardhura q\u00eb t\u00eb largoheshin nga Shqip\u00ebria, si dhe nevoja do t\u00eb jet\u00eb m\u00eb e madhe kur ata t\u00eb kthehen.<\/p>\n<p style=\"text-align: justify;\">Qeveria vendore, nuk ka b\u00ebr\u00eb ende nj\u00eb skanim dhe nje vler\u00ebsim t\u00eb gjendjes ekzistuese dhe gjendjes \u00a0se pritshme. Komunat nga t\u00eb cilat k\u00ebta njer\u00ebz \u00a0kan\u00eb emigruar do t\u00eb riorganizohen me reform\u00ebn e re territoriale &#8211; administrative dhe do t\u00eb jen\u00eb pjes\u00eb e bashkive t\u00eb reja q\u00eb do t\u00eb krijohen pas zgjedhjeve lokale t\u00eb 21 qershorit 2015. <em>Pyetja kryesore \u00ebsht\u00eb<\/em>: k\u00ebto bashki t\u00eb reja do t\u00eb ken\u00eb potencialin p\u00ebr t\u00eb administruar k\u00ebt\u00eb situate t\u00eb re p\u00ebr ta? Cilat jan\u00eb kapacitetet e tyre, rolet, kompetencat dhe burimet p\u00ebr t\u2019u marr\u00eb me situat\u00ebn emergjente q\u00eb do t\u00eb rezultoj\u00eb nga kthimi i emigrant\u00ebve?<\/p>\n<p style=\"text-align: justify;\">Duke marr\u00eb n\u00eb konsiderat\u00eb situat\u00ebn problematike t\u00eb p\u00ebrshkruar si m\u00eb sip\u00ebr, n\u00eb Maj 2015 Observatori p\u00ebr t\u00eb Drejtat e F\u00ebmij\u00ebve ka b\u00ebr\u00eb nj\u00eb hulumtim fillestar, n\u00eb lidhje me situat\u00ebn n\u00eb nivel rajonal dhe ka mbledhur disa informacione n\u00eb lidhje me k\u00ebt\u00eb fenomen ,n\u00eb rajonet kryesore t\u00eb vendit. Informacioni \u00a0kryesor i mbledhur nga stafi \u00a0i Observatorit, targetoi t\u00eb gjitha rajonet e vendit dhe n\u00eb baz\u00eb t\u00eb t\u00eb dh\u00ebnave dhe informacionit fillestar, rajonet e prekura m\u00eb s\u00eb shumti nga ky fenomen jan\u00eb: Kuk\u00ebsi, Fieri, Kor\u00e7a dhe Vlora.<\/p>\n<p style=\"text-align: justify;\">N\u00eb qarkun e Fierit, numri i refugjat\u00ebve llogaritet t\u00eb jet\u00eb me mij\u00ebra. Refugjat\u00ebt jan\u00eb kryesisht nga fshati Cakran, fshati Portez, Libofsh, Darzeze, Levan dhe qyteti I \u00a0Fierit. N\u00eb qarkun e Kuk\u00ebsit, numri m\u00eb i lart\u00eb i refugjat\u00ebve \u00ebsht\u00eb nga Shishatveci, Zapod, Topojan, T\u00ebrthore, Shtiq\u00ebn, Gjinaj dhe Fajza. Deri m\u00eb tani numri i supozuar i refugjat\u00ebve nga Qarku i Kuk\u00ebsit \u00ebsht\u00eb 3500 refugjat\u00eb, dhe Qarku i Kuk\u00ebsit \u00ebsht\u00eb konsideruar t\u00eb jet\u00eb si nj\u00eb nga pikat e nxehta t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p style=\"text-align: justify;\">Emigrant\u00ebt nga rajoni Vlor\u00ebs ishin nga t\u00eb par\u00ebt q\u00eb u larguan nga vendi dhe fshatrat m\u00eb t\u00eb prekura jan\u00eb Novosela dhe Shushica. M\u00ebnyra sesi \u00a0k\u00ebta refugjat\u00eb jan\u00eb larguar nga vendi dhe kan\u00eb planifikuar p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb pothuajse e nj\u00ebjt\u00eb. Shumica e tyre kan\u00eb shitur bag\u00ebtin\u00eb, tokat n\u00eb pron\u00ebsi dhe sht\u00ebpit\u00eb e tyre p\u00ebr t\u00eb b\u00ebr\u00eb para p\u00ebr emigracionin.<\/p>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><strong><em> Strategjia e propozuar p\u00ebr nd\u00ebrhyrje<\/em><\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">Bazuar n\u00eb analiz\u00ebn e situat\u00ebs, strategjia p\u00ebr nj\u00eb nd\u00ebrhyrje propozohet t\u00eb jet\u00eb fokusuar n\u00eb dy komponent\u00eb kryesor\u00eb:<\/p>\n<ol style=\"text-align: justify;\">\n<li><em>Kryerja e nj\u00eb hulumtimi komb\u00ebtar p\u00ebr t\u00eb monitoruar situat\u00ebn e emigrimit masiv t\u00eb qytetar\u00ebve shqiptar\u00eb. Q\u00ebllimi i hulumtimit do t\u00eb jet\u00eb<\/em>:<\/li>\n<\/ol>\n<p><em>i. S\u00eb pari<\/em> t\u00eb identifikohet numri i refugjat\u00ebve deri n\u00eb nivelin m\u00eb t\u00eb ul\u00ebt administrativ, me q\u00ebllim p\u00ebrcaktimin e zonave t\u00eb nxehta<\/p>\n<p><em>ii. S\u00eb dyti, <\/em>t\u00eb identifikohen arsyet kryesore t\u00eb k\u00ebtij emigracioni masiv. Bazuar n\u00eb hulumtimin e par\u00eb nga Observatori p\u00ebr t\u00eb Drejtat e F\u00ebmij\u00ebve, gjendja e keqe ekonomike shihet si nj\u00eb nga arsyet kryesore, dhe stanjacioni ekonomik shihet si nj\u00eb faktor kryesor i k\u00ebtij fenomeni.<\/p>\n<p style=\"text-align: justify;\"><em>iii<strong>.<\/strong>S\u00eb treti, <\/em>t\u00eb jet\u00eb p\u00ebr t\u00eb identifikuar kapacitetin dhe p\u00ebr t\u00eb p\u00ebrcaktuar strategjit\u00eb q\u00eb do t\u00eb p\u00ebrdoren nga nj\u00ebsit\u00eb e reja t\u00eb qeverisjes vendore <em>sipas<\/em> reform\u00ebs s\u00eb re \u00a0territoriale &#8211; p\u00ebr riintegrimin e t\u00eb kthyerve. Cilat jan\u00eb kapacitetet aktuale dhe cilat do t\u00eb jen\u00eb nevojat e institucioneve vendore p\u00ebr t&#8217;u p\u00ebrballur me nevojat e emigrant\u00ebve t\u00eb kthyer, si dhe nevojat e qytetar\u00ebve qe t\u00eb mos largohen nga vendi.<\/p>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li>Organizimi i nj\u00eb fushate ndrgjegj\u00ebsuese dhe avokuese p\u00ebr t\u00eb ndikuar n\u00eb politik\u00ebb\u00ebrjen dhe vendimmarrjen n\u00eb nivel q\u00ebndror dhe lokal t\u00eb qeverisjes p\u00ebr t\u00eb adresuar \u00e7\u00ebshtjet dhe rekomandimet e dala nga k\u00ebrkimi, me nj\u00eb fokus t\u00eb ve\u00e7ant\u00eb n\u00eb ri-integrimin e emigrant\u00ebve t\u00eb kthyer.
