P\u00ebrmbledhje Ekzekutive<\/strong><br \/>\nRoli i Observatorit k\u00ebt\u00eb vit (Maj 2013 \u2013 Maj 2014), n\u00eb bashk\u00ebpunim me Nj\u00ebsin\u00eb p\u00ebr t\u00eb Drejtat e F\u00ebmij\u00ebve, do t\u00eb konsistoj\u00eb n\u00eb koordinimin dhe hramonizimin e t\u00eb gjith\u00eb strukturave t\u00eb mir\u00ebq\u00ebnies sociale n\u00eb nivel rajonal dhe lokal, p\u00ebr t\u2019u siguruar se asnj\u00eb f\u00ebmij\u00eb nuk p\u00ebrjashtohet nga g\u00ebzimi i t\u00eb drejtave t\u00eb tyre. Kjo inisiativ\u00eb e re do t\u00eb ndihmoj\u00eb n\u00eb ngritjen e nj\u00eb strukture t\u00eb integruar dhe koordinuar p\u00ebr mund\u00ebsimin e p\u00ebrkujdesit social dhe sh\u00ebrbimeve t\u00eb mbrojtjes sociale, t\u00eb cilat mungojn\u00eb aktualisht \u2013 ve\u00e7an\u00ebrisht n\u00eb nivel rajonal\/lokal.<\/p>\n<p><strong>2. Informacion i p\u00ebrgjithsh\u00ebm<\/strong><br \/>\nPolitikat e t\u00eb Drejtave t\u00eb F\u00ebmij\u00ebve jan\u00eb nj\u00eb komponent i r\u00ebnd\u00ebsish\u00ebm i Strategjis\u00eb Komb\u00ebtare p\u00ebr Zhvillim dhe Integrim 2007-2013 (SKZHI), si dhe i Strategjis\u00eb p\u00ebr P\u00ebrfshirje Sociale. K\u00ebto dokumente i referohen nevoj\u00ebs eksplicite p\u00ebr t\u00eb implementuar ligjet e lidhura me mbrojtjen dhe promovimin e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve, lidhur ve\u00e7an\u00ebrisht me t\u00eb drejt\u00ebn p\u00ebr t\u00eb jetuar, t\u00eb drejt\u00ebn p\u00ebr p\u00ebrkujdes sh\u00ebndet\u00ebsor, t\u00eb drejt\u00ebn p\u00ebr arsim dhe p\u00ebr zhvillim normal. P\u00ebrpos strategjive t\u00eb sip\u00ebr p\u00ebrmendura, t\u00eb cilat drejtojn\u00eb formulimin e politikave sektoriale dhe nd\u00ebrsektoriale t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve, objektivat par\u00ebsore si dhe nd\u00ebrhyrjet afatshkurtra, afatmesme dhe afatgjata t\u00eb cilat ndikojn\u00eb drejt p\u00ebr drejt n\u00eb mir\u00ebqenien e f\u00ebmij\u00ebve, jan\u00eb t\u00eb specifikuara n\u00eb Planin Komb\u00ebtar t\u00eb Veprimit 2012-2015.<br \/>\nSipas ligjit mbi \u201cMbrojtjen e t\u00eb Drejtave t\u00eb F\u00ebmij\u00ebve\u201d, ASHMDF n\u00eb bashk\u00ebpunim me NJDF &#8211; t\u00eb (n\u00eb 12 rajone) jan\u00eb t\u00eb mandatuara p\u00ebr t\u00eb monitoruar dhe koordinuar politikat t\u00eb cilat sigurojn\u00eb se asnj\u00eb f\u00ebmij\u00eb nuk \u00ebsht\u00eb i p\u00ebrjashtuar nga g\u00ebzimi i t\u00eb drejtave t\u00eb tij. Pes\u00eb VKM -t\u00eb m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb adoptuara s\u00eb fundmi nga qeveria apelojn\u00eb p\u00ebr koordinimin dhe harmonizimin e t\u00eb gjith\u00eb strukturave t\u00eb mir\u00ebqenies sociale n\u00eb nivel rajonal dhe lokal q\u00eb t\u00eb garantojn\u00eb p\u00ebrmbushjen e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve.<br \/>\nPavar\u00ebsisht gjith\u00eb k\u00ebtyre angazhimeve, t\u00eb drejtat e f\u00ebmij\u00ebve p\u00ebr mir\u00ebqenie sociale vazhdojn\u00eb t\u00eb mbeten t\u00eb paidentifikuara nga vendimmarr\u00ebsit lokal, rajonal dhe komb\u00ebtar. Nevojitet nj\u00eb koordinim i p\u00ebrmir\u00ebsuar i burimeve t\u00eb mir\u00ebqenies sociale n\u00ebp\u00ebrmjet: s\u00eb pari matjes s\u00eb p\u00ebrmir\u00ebsuar s\u00eb p\u00ebrjashtimit t\u00eb f\u00ebmij\u00ebve (problemi specifik 1), dhe s\u00eb dyti formulimi efektiv i nd\u00ebrhyrjeve p\u00ebr f\u00ebmij\u00ebt e p\u00ebrjashtuar (problemi specifik 2)<\/p>\n<p><strong>3. P\u00ebrshkrimi i problemit<\/strong><br \/>\nACA e mb\u00ebshtetur nga UNICEF kan\u00eb ndihmuar n\u00eb ngritjen e nj\u00eb rrjeti observator\u00ebsh t\u00eb shoq\u00ebris\u00eb civile n\u00eb 12 rajonet e vendit. Observator\u00ebt kan\u00eb mbledhur t\u00eb dh\u00ebna dhe kan\u00eb gjeneruar analiza t\u00eb nj\u00eb cil\u00ebsie n\u00eb rritje \u2013 duke p\u00ebrfshir\u00eb nj\u00eb faqe webi publike \u2013 t\u00eb lidhur me f\u00ebmij\u00ebt. Ata bashk\u00ebpunojn\u00eb ngusht\u00ebsisht me institucionet lokale, NJDF-t\u00eb dhe NJMF-t\u00eb n\u00eb qarqe, si dhe me Drejtorit\u00eb Rajonale t\u00eb Arsimit, Sh\u00ebndetit, Sh\u00ebrbimeve Sociale Shtet\u00ebrore dhe autoriteteve t\u00eb tjera si dhe sh\u00ebrbim ofruesve. T\u00eb dh\u00ebnat p\u00ebr situat\u00ebn e f\u00ebmij\u00ebve n\u00eb \u00e7do komun\u00eb (ose t\u00eb agreguara n\u00eb nivel rrethi, rajoni ose komb\u00ebtar) rreth dhe qark jan\u00eb t\u00eb disponueshme n\u00eb www.aca.org.al .<br \/>\nAktor\u00ebt ky\u00e7 lokal\u00eb, p\u00ebrgjegj\u00ebs dhe institucioni i vet\u00ebm lokal titullar p\u00ebr mbrojtjen e f\u00ebmij\u00ebve, identifikojn\u00eb nevoj\u00ebn p\u00ebr koordinim m\u00eb t\u00eb mir\u00eb nd\u00ebrmjet tyre dhe p\u00ebr sigurimin e zgjidhjes m\u00eb t\u00eb mir\u00eb dhe imediate p\u00ebr f\u00ebmij\u00ebt n\u00eb rrezik. Ekspert\u00ebt e Observator\u00ebve n\u00eb rajone, n\u00eb saj\u00eb t\u00eb nd\u00ebrhyrjes dhe inkurajimit t\u00eb UNICEF kan\u00eb qen\u00eb nd\u00ebr ekspert\u00ebt e par\u00eb t\u00eb cil\u00ebt kan\u00eb qen\u00eb pjes\u00ebmarr\u00ebs n\u00eb draftimin dhe p\u00ebrpilimin e strategjive rajonale p\u00ebr t\u00eb drejtat e f\u00ebmij\u00ebve. N\u00eb pun\u00ebn e tyre t\u00eb p\u00ebrditshme, ekspert\u00ebt n\u00eb momentin e par\u00eb q\u00eb kan\u00eb identifikuar nj\u00eb f\u00ebmij\u00eb n\u00eb situat\u00eb risku kan\u00eb ngritur ura komunikimi me t\u00eb gjith\u00eb aktor\u00ebt lokal\u00eb psh; 4 raste nga zyra e Kuk\u00ebsit, 2 raste nga zyra e Fierit, 3 raste nga zyra e Shkodr\u00ebs dhe t\u00eb tjer\u00eb. F\u00ebmij\u00ebt q\u00eb jetojn\u00eb n\u00eb familje t\u00eb varfra dhe q\u00eb jan\u00eb pjes\u00eb e f\u00ebmij\u00ebve t\u00eb ekspozuar ndaj riskut, jan\u00eb n\u00eb nivele t\u00eb larta n\u00eb zonat e zgjedhura p\u00ebr zbatimin e projektit (sipas t\u00eb dh\u00ebnave t\u00eb vitit 2010, p\u00ebrqindja e f\u00ebmij\u00ebve 6-15 vje\u00e7 t\u00eb cil\u00ebt jetojn\u00eb n\u00eb familje t\u00eb varfra dhe q\u00eb mb\u00ebshteten me Ndihm\u00eb Ekonomike n\u00eb: Kuk\u00ebs 46.56%, Fier 4.92% dhe Shkod\u00ebr 20.49%).<\/p>\n<p><strong>Objektivi i p\u00ebrgjithsh\u00ebm:<\/strong> Zhvillimi i nj\u00eb trajtimi gjith\u00ebp\u00ebrfshir\u00ebs dhe t\u00eb q\u00ebndruesh\u00ebm p\u00ebr zbatimin e politikave t\u00eb mir\u00ebqenies sociale t\u00eb f\u00ebmij\u00ebve, p\u00ebr t\u00eb parandaluar p\u00ebrjashtimin e f\u00ebmij\u00ebve dhe p\u00ebr t\u00eb siguruar mbrojtjen e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve.<br \/>\n<em><strong>Objektivi Specifik 1:<\/strong> <\/em>P\u00ebrmir\u00ebsimi i sektorit publik dhe p\u00ebrgjigjshm\u00ebris\u00eb s\u00eb shoq\u00ebris\u00eb civile p\u00ebr gjithp\u00ebrfshirjen e f\u00ebmij\u00ebve mb\u00ebshtetur nga analiza e politikave mbi baz\u00ebn e evidencave<br \/>\n<em><strong>Objektivi Specifik 2:<\/strong><\/em> Sigurimi i nj\u00eb pakete gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb sh\u00ebrbimeve p\u00ebr f\u00ebmij\u00ebt m\u00eb vulnerab\u00ebl n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb integruar.<br \/>\nP\u00ebrmbushja e objektivave specifik\u00eb 1 dhe 2 do t\u00eb ndihmoj\u00eb n\u00eb rritjen dhe kuptimin e impaktit q\u00eb kan\u00eb politikat e p\u00ebrfshirjes sociale, n\u00eb p\u00ebrcaktimin e q\u00ebllimit dhe cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimeve t\u00eb disponueshme p\u00ebr f\u00ebmij\u00ebt n\u00eb nevoj\u00eb kritike p\u00ebr mbrojte dhe p\u00ebrkujdesje. Prandaj, projekti \u201cP\u00ebrforcimi i Sh\u00ebrbimeve t\u00eb Mir\u00ebqenies Sociale t\u00eb F\u00ebmij\u00ebve n\u00eb nivel rajonal, n\u00eb p\u00ebrgjigje t\u00eb p\u00ebrjashtimit social t\u00eb f\u00ebmij\u00ebve\u201d, duke zhvilluar nj\u00eb trajtim gjith\u00ebp\u00ebrfshir\u00ebs dhe t\u00eb q\u00ebndruesh\u00ebm p\u00ebr implementimin e politikave t\u00eb mir\u00ebqenies sociale te f\u00ebmij\u00ebve, do t\u00eb kontribuoj\u00eb efektivisht n\u00eb parandalimin e p\u00ebrjashtimit t\u00eb f\u00ebmij\u00ebve dhe mbrojtjen e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve, i cili \u00ebsht\u00eb dhe objektivi i p\u00ebrgjithsh\u00ebm i projektit. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, projekti i dor\u00ebzuar do t\u00eb siguroj\u00eb mb\u00ebshtetje efektive n\u00eb implementimin e ligjit p\u00ebr Mbrojtjen e t\u00eb Drejtave t\u00eb F\u00ebmij\u00ebve si dhe t\u00eb Planit Komb\u00ebtar t\u00eb veprimit 2012-2015.<\/p>\n<p>Ky projekt, duke synuar t\u2019i sh\u00ebrbej\u00eb f\u00ebmij\u00ebve n\u00eb risk dhe t\u00eb p\u00ebrjashtuar nga sistemi, do t\u00eb targetoj\u00eb t\u00eb gjith\u00eb f\u00ebmij\u00ebt vulnerab\u00ebl t\u00eb cil\u00ebt jetojn\u00eb n\u00eb 12 rajonet e vendit. Implementimi i k\u00ebtij projekti do t\u00eb influencoj\u00eb edhe si nj\u00eb instrument nd\u00ebrsekstorial p\u00ebr t\u00eb gjitha rezultatet e p\u00ebrmendura n\u00eb k\u00ebt\u00eb thirrje, por rezultatet kryesore q\u00eb ky projekt do t\u00eb adresoj\u00eb jan\u00eb:<\/p>\n<ul>\n<li>Kontributi n\u00eb implementimin dhe monitorimin e ligjit mbi Mbrojtjen e t\u00eb Drejtave t\u00eb F\u00ebmij\u00ebve dhe aktet e tij n\u00ebn ligjore, me fokus f\u00ebmij\u00ebt n\u00eb risk<\/li>\n<li>Rritja e nd\u00ebrgjegj\u00ebsimit p\u00ebr t\u00eb drejtat e f\u00ebmij\u00ebve (psh; n\u00ebp\u00ebrmjet ofrimit t\u00eb trajnimeve) nd\u00ebrmjet t\u00eb gjith\u00eb grupeve profesionale t\u00eb cil\u00ebt punojn\u00eb me f\u00ebmij\u00ebt dhe p\u00ebr f\u00ebmij\u00ebt, ve\u00e7an\u00ebrisht zyrtar\u00ebt e zbatimit t\u00eb ligjit<\/li>\n<li>Mb\u00ebshtetja n\u00eb decentralizimin e implementimit t\u00eb legjislacionit dhe politikave p\u00ebr t\u00eb drejtat e f\u00ebmij\u00ebs n\u00eb nivelin e qeverisjes lokale dhe dh\u00ebnia e kontributit n\u00eb mir\u00ebfunksionimin e mekanizmave t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve n\u00eb nivel lokal (NJDF dhe NJMF)<\/li>\n<li>Dh\u00ebnia e kontributit n\u00eb parandalimin e braktisjes s\u00eb shkoll\u00ebs, ve\u00e7an\u00ebrisht t\u00eb f\u00ebmij\u00ebve nga grupet vulnerab\u00ebl dhe vajzave n\u00eb zonat rurale.<\/li>\n<\/ul>\n<p>Target grupi i projektit jan\u00eb f\u00ebmij\u00ebt n\u00eb situat\u00eb rreziku ose n\u00eb nevoj\u00eb p\u00ebr mbrojtje sociale; familjet me f\u00ebmij\u00eb t\u00eb ekspozuar ndaj varf\u00ebris\u00eb dhe\/ose me nj\u00eb risk t\u00eb lart\u00eb t\u00eb p\u00ebrjashtimit social; institucionet e qeverisjes lokale\/rajonale, shoq\u00ebria civile.<\/p>\n<p>P\u00ebrfituesit final t\u00eb projektit jan\u00eb f\u00ebmij\u00ebt, sidomos ata t\u00eb p\u00ebrjashtuar ose n\u00eb risk p\u00ebr t\u2019u p\u00ebrjashtuar; ose ndryshe th\u00ebn\u00eb n\u00eb nevoj\u00eb p\u00ebr sh\u00ebrbime t\u00eb mbrojtjes sociale.<\/p>\n<p><strong>Rezultatet e vler\u00ebsuara t\u00eb k\u00ebtij projekti jan\u00eb:<\/strong><br \/>\n<em><strong>Rezultati 1:<\/strong><\/em> Menaxhimi i t\u00eb dh\u00ebnave dhe integrimi i kapacitetit analitik t\u00eb rrjetit t\u00eb shoq\u00ebris\u00eb civile t\u00eb observator\u00ebve s\u00eb bashku me institucionet shtet\u00ebrore dhe lokale p\u00ebr mbrojtjen e f\u00ebmij\u00ebve, n\u00eb pes\u00eb rajonet. Do t\u00eb projektohet dhe zhvillohet modeli \u201cOne Stop Shop\u201d<br \/>\n<em><strong>Rezultati 2:<\/strong><\/em> Shnd\u00ebrrimi i NJDF-s\u00eb n\u00eb nj\u00eb Sh\u00ebrbim Rajonal t\u00eb Mbrojtjes Sociale p\u00ebr f\u00ebmij\u00ebt, brenda strukturave t\u00eb K\u00ebshillit t\u00eb Qarkut me q\u00ebllim implementimin efektiv t\u00eb VKM-s\u00eb 264-267 dt 12 Prill 2012, n\u00eb lidhje me sigurimin e sh\u00ebrbimeve dhe koordinimin e politikave.
