Gjat\u00eb k\u00ebsaj periudhe 5 vje\u00e7are, ne jo vet\u00ebm kemi ngritur zyra n\u00eb \u00e7do Qark t\u00eb Shqip\u00ebris\u00eb, por dhe kemi hartuar raporte rajonale dhe komb\u00ebtare n\u00eb prezantim t\u00eb situat\u00ebs s\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve. Angazhimi i p\u00ebrditsh\u00ebm i stafit t\u00eb Observatorit, ka b\u00ebr\u00eb q\u00eb t\u00eb kemi nj\u00eb prezenc\u00ebn aktive n\u00eb\u00a0 shoq\u00ebrin\u00eb ton\u00eb, si dhe t\u00eb kemi nj\u00eb rrjet t\u00eb zgjeruar bashk\u00ebpun\u00ebtor\u00ebsh. K\u00ebto 5 vite pune , na kan\u00eb treguar domosdoshm\u00ebrin\u00eb dhe r\u00ebnd\u00ebsin\u00eb e\u00a0 forcimit t\u00eb k\u00ebsaj eksperience\u00a0 n\u00eb t\u00eb gjitha qarqet, po aq edhe nevoj\u00ebn p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar dhe thelluar k\u00ebt\u00eb proces n\u00ebp\u00ebrmjet monitorimit dhe\u00a0 analiz\u00ebs s\u00eb situat\u00ebs, duke u bazuar n\u00eb projekte t\u00eb ndryshme k\u00ebrkimore.<\/p>\n<p>Forcimi i rrjetit t\u00eb Observator\u00ebve, harmonizuar me vizionin, strategjin\u00eb dhe politikat e institucioneve lokale, \u00ebsht\u00eb nj\u00eb progres i duksh\u00ebm\u00a0 pozitiv n\u00eb procesin e institucionalizimit t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebs. Zyra e Observatorit, duke qen\u00eb prezent n\u00eb \u00e7do qark t\u00eb vendit, tashm\u00eb funksionojn\u00eb \u00a0si aktor\u00ebt e par\u00eb leht\u00ebsues lokal q\u00eb identifikojn\u00eb dhe projektojn\u00eb nevojat sociale me prioritare n\u00eb rajon, n\u00eb kuad\u00ebr t\u00eb respektimit t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve. Zyrat e Observatorit n\u00eb nivel qarku po luajn\u00eb nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb identifikimin e prioriteteve dhe zhvillimit t\u00eb strategjive lokale, t\u00eb fokusuara n\u00eb sh\u00ebrbimin social dhe t\u00eb drejtat e f\u00ebmij\u00ebve.\u00a0 Aksionet e nd\u00ebrmarra nga Observatori, ndihmojn\u00eb n\u00eb pjes\u00ebmarrjen e njer\u00ebzve n\u00eb procesin e vendimmarrjes, sidomos n\u00eb nivelin lokal. Observatori, duke sh\u00ebrbyer si nj\u00eb mjet i ri dhe efektiv, pun\u00ebn e saj e bazon n\u00eb procesin e politik-b\u00ebrjes, i cili mb\u00ebshtetet n\u00eb qeverisje m\u00eb t\u00eb mir\u00eb n\u00eb nivel lokal dhe mb\u00ebshtet reform\u00ebn e decentralizimit\u00a0 t\u00eb sh\u00ebrbimeve sociale n\u00eb nivelin lokal.<\/p>\n<p>K\u00ebto 4 vite t\u00eb bashk\u00ebpunimit intensiv dhe t\u00eb zhvillimit t\u00eb projektit, ne kemi mb\u00ebshtetur n\u00eb t\u00eb gjitha zyrat rajonale t\u00eb vendit inicimin, draftimin dhe zhvillimin e strategjis\u00eb lokale t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve. Si rezultat i p\u00ebrpjekjeve tona intensive dhe mb\u00ebshtetjes, t\u00eb drejtat dhe \u00e7\u00ebshtjet e f\u00ebmij\u00ebve sot jan\u00eb pjes\u00eb e agjend\u00ebs s\u00eb institucioneve rajonale.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, observator\u00ebt e f\u00ebmij\u00ebve, t\u00eb themeluara n\u00eb rang qarku si strukturat e shoq\u00ebris\u00eb civile me mb\u00ebshtetjen e UNICEF-it, si n\u00eb Shkod\u00ebr, Elbasan, Kor\u00e7\u00eb dhe Dib\u00ebr, Kuk\u00ebs, Durr\u00ebs, Gjirokast\u00ebr, Vlor\u00eb, Tiran\u00eb, Lezh\u00eb, Fier dhe Berat jan\u00eb kthyer n\u00eb struktura monitoruese t\u00eb t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve duke luajtur k\u00ebshtu nj\u00eb rol ky\u00e7. N\u00eb rrjedh\u00ebn e k\u00ebtyre viteve t\u00eb zbatimit t\u00eb projektit, Observatori ka arritur t\u00eb paraqes\u00eb situat\u00ebn e t\u00eb drejtave t\u00eb f\u00ebmij\u00ebve n\u00eb nivel komb\u00ebtar, nivel qarku, bashkie dhe komune.
